Overview
Classified employees hold positions with job duties defined by classification specifications with clearly delineated job duties and responsibilities. Classified positions are typically represented by Unions and these employees may also be referred to as represented employees. The terms and conditions for employment for this employee group are negotiated between their union representation and the employer. The Classified employees at the University of Oregon are currently represented by two unions: Service Employees International Union Oregon Public Employees Union (SEIU-OPEU) and Graphic Communications International Union (GCIU).
Human Resources acts as the Appointing Authority for Classified employees. Questions regarding benefits, classification/compensation, employee relations, employment histories, hiring, leaves, policies, recognition, recruitment, and training should be directed to the Human Resources Website or by calling Human Resources staff at 346-3159.
Employee Class is a fundamental concept of understanding in the Universitys personnel and payroll system. In Banner-HRIS, Employee Class or ECLS is a two character code which signifies an employee's union representation, pay scheme, leaves and benefits eligibility. The Employee Class code is the hallmark for understanding what rules apply in the Banner system.

Job
Job record information detail stored in Banner - HRIS can be viewed by Payroll Coordinators on Banner form PWIVERI. The pay information contained in the job record drives the creation of an electronic time sheet in the time entry form PHAHOUR.
Employees may have several jobs concurrently while working at the University, and each job record is unique when adding the employee's UO ID Number to the position and suffix coding. The job record in Banner-HRIS mirrors a position number. A unique job code is created when the following data elements are combined in the NBAJOBS form:

Banner is an integrated administrative database system and labor distribution in HRIS provides payroll expense and encumbrance integration between Banner modules; HRIS and FIS.

An index is a series of six characters that is used to improve accuracy in data entry. When entering an index on Banner-HRIS, the "FOPA" defaults automatically from the system into PHAHOUR as indicated below:

A department may override the defaulting of an index (and activity code) when using a new activity code that is not part of the index. In these situations, the index is deleted and the activity code is added or overridden.

Classified position numbers are administered by Human Resources. Classified positions are singular and begin with B followed by five digits. Position Suffix adds definition to pooled positions, but the suffix is not purposeful for singular classified positions.
The maximum FTE for a position is 1.0 FTE. However, in rare temporary instances, like cross training, Human Resources may approve double filling a classified position. Pooled positions are not used for classified positions.
Position management services provided by Human Resources include: position number establishment, filling positions, position analysis, position reclassification, and vacant position management.
