Benefits Eligibility (Health Insurance and Retirement)

A. General Eligibility Rule

Medical /Dental Eligibility
Eligibility requirements are governed by the statute of Oregon
Unclassified - Salaried.50 FTE or more (combine FTE for multiple appointments), minimum 90 day appointment - eligible
Unclassified – Hourly

.50 FTE or more (combine FTE for multiple appointments), minimum 90 day appointment - eligible

Less than .50 FTE - not eligible

Classified – Salaried.50 FTE, minimum 90 day appointment – eligible
Classified - Hourly

Initial month of eligibility is based on FTE. Ongoing eligibility is based on hours worked/ paid leave in the pay period. .50 FTE or more (combine FTE for multiple appointments), minimum 90 day appointment - eligible

Less than .50 FTE - not eligible However, if the appointment is for 90 days or more, once an employee works 80 hours in the pay period, the employee is eligible for benefits first of the following month. Must maintain 80 hours to continue benefit eligibility.

Temporary Classified (TS).75 FTE or more, minimum 180 day appointment - eligible first of the fourth month of employment

 

B. Health Insurance Enrollment Options

Enrollment in benefits is not automatic. New employees have 30 days from date of hire to select and enroll in the health plans. Employee Benefit Orientations are available to inform employees of their options and assist with selecting the most appropriate plans. Please have employees register for an orientation immediately upon hire either online or by contacting the Benefits Office at 541-346-3086.

All benefit eligible employees must elect one of the following options:

Enroll – Employee enrolls in core benefits (medical, dental, vision and basic life); may also elect to enroll in optional benefits.

Opt-out – Employee does not enroll in a medical plan; may enroll in dental, vision and optional benefits. Enrollment in basic life is automatic. Employee must attest to having other group coverage.

Decline – Employee does not enroll in core benefits or opt-out, and cannot elect optional benefits. Any future enrollment must be initiated by the employee during open enrollment or because of a qualified status change.

Note: Employees must complete a form regardless of which option they elect.

 

C. At Time of Separation

Unclassified - Salaried & HourlyIn the month of separation, employees must be paid for half of the working days in the month or 80 hours to have benefit coverage until the end of the following month.
Classified – 
Salaried & Hourly
In the month of separation, employees must be paid for at least 80 hours or more to have benefit coverage until the end of following month.

Employee must complete 6 consecutive months of employment, work 600 or more hours in a calendar year, and have one day in pay status in the seventh month.

Exception: Employees may be eligible for retirement upon initial hire if already an existing PERS member. Upon hire, check with employee and mark the retirement indicator on the EIF to alert Payroll staff if the employee was formally a member of PERS or ORP.
