Outgoing Wire Transfer

Please ALLOW a MINIMUM of 3 days for processing. If the wire is a RUSH then please notify apbao@uoregon.edu that you have a RUSH wire transfer and AP will try to process ASAP, otherwise Accounts Payable will work to get the wire transfer processed as quickly as it can.  Any wire transfer request received by AP after 10:00 am will be held and sent on the next day if possible.  Any wire Transfer received by AP after 10:00 am on Friday will be held for the following Monday wire transfers.   • Wire transfers are NOT used to transfer payments to domestic (U.S.) vendors - only under unusual circumstances with an exception.

Effective January 1, 2025, all wire transfer requests must include wire transfer instructions as provided by the beneficiary (receiver) bank.  Typed documents from individuals or entities with their banking information will no longer be accepted.  The individuals or entities should request their bank to provide them with written instructions for wiring payment to their bank.  See under Banking Information tab.

Wire Terminology

ABA (United States American Banking Association) - bank routing number. A 9-digit (numerical) bank identification code.

IBAN - an International Bank Account Number. An IBAN includes up to 34 numbers and letters and contains information needed by banks to process international transfers. See: What is an IBAN. The IBAN has unique identifiers to show the account number, sort code, bank and country of the international bank account. IBAN's are widely used in European countries and some other countries such as the Middle East, Central Asia and Africa have adopted the IBAN format. Each country decides how many digits are used in their countries account numbers. It varies form country to country. See the chart under Wire Transfer Definitions. An IBAN is made up of:

  • Country Code - 2 characters (letters) designating the country

  • Check Number - 2 digits

  • Bank Code - this can be characters or digits 

  • Account number - includes specific account number and may also include the sore code of the account.

SWIFT - SWIFT (Society for Worldwide Interbank Financial Telecommunication) or BIC (Bank Identifier Code) identifies the BANK and the branch holding the beneficiary account.  It is a unique identifier composed of 8-11 numeric and letter characters.

CLABE - (Clave Bancaria Estandarizada) is a bank numbering standard for bank accounts in Mexico.  It is an 18 digit number.  CLABE numbers have 18 digits, divided into 4 sections. Example: BBBLLLCCCCCCCCCCCD.

  • The first three digits indicate the bank, and 

  • the second three digits refer to the location of the bank. 

  • The third section is 11-digit  and is the bank’s own code to identify each of its customers bank accounts. 

  • The forth is a final digit used as a control, which checks the validity of the previous 17 digits.

BSB - A BIC or Business identifier Code in Australia and New Zealand. Know as BSB.  This is a 6 digit code composed of Bank code and Branch code.

Sort Code - This is a 6 digit code composed of Bank code and Branch code. It a code used by the United Kingdom, Ireland, Wales and Scotland.

IFSC Code - A local routing number used in India. It is 11 digits.

CNAPS code (China National Advanced Payment System) - 12-digit domestic payment number to help simplify fund transfers with in China.

Transit Number - This is a 9 digit Canadian routing number is composed of the Branch Transfer number ( 5 digits) and Bank institution code (4 digits).  This occasionally contains a hyphen (-) that should be removed.

Intermediary Bank - Intermediary banks are used when a payment is made in a currency that is different from the local currency. When making a payment through an intermediary bank, you must include the intermediary bank’s SWIFT BIC.  (The Intermediary Bank is typically obtained from the Beneficiary Bank as their preferred routing bank. You can contact your intended recipient to obtain the name of this bank and its SWIFT BIC).

Beneficiary Bank Branch Code - a 5-digit code that identifies a specific branch of a bank.

Charges/fees
Intermediary banks that process payments charge a fee to cover their processing costs. These fees are
known as Beneficiary Deduction “fees and are in addition to the wire transfer initiation
fee.   All intermediary bank fees between the Originator Bank and Beneficiary Bank can be known when the
wire transfer is initiated. For this reason the sum of all fees cannot be determined until after the wire transfer has been completed.

Purpose of Payment - Wire transfers to countries such as Brunei, China, India, Jordan, Russia, the United Arab Emirates,and others require a purpose of payment description. It may be listed as a code or a description up to 35 characters that describes the payment. Purpose of Payment Codes advise foreign government in the receiving country of why the payment is being made, help route the payment, or identify correct beneficiary.

Beneficiary Tax ID - US International Tax Id Number/ITIN issued by IRS.

Foreign Tax ID Number/FTIN - This is foreign tax id number issued to foreign entity in their home country.

PRN - Payment Registration Number used like a tax id number in some countries.

Documentation needed to request wire

 

Before initiating your wire transfer you will need to have the following documentation to upload in the electronic wire form. Your wire will be delayed if you are not able to upload these documents.

Note: All banking information, Invoices, PO's or Contracts should be in English (or translated by the dept.)

  • Bank information that was supplied securely by the vendor from their bank (if not on invoice). This must be submitted to your dept. through a secure means such as One Drive, Drop Box, etc.
  • Invoice (if applicable)
  • Contract, POS, PO, Agreement, Addendum, etc. (if applicable)
  • Approvals (as required for any Banner invoice payment) 
  • Concur Travel Reimbursement report (if applicable)
  • any other supporting payment documentation

Note: If you are contracting or purchasing in any uncommon foreign currency, please check with Accounts Payable before contracting to make sure we can send a wire in that currency. If we cannot send a wire in a particular currency you may have to have the foreign vendor invoice/contract in U.S. dollars.  (The default currency on PSC contracts and PO's is U.S. dollars).

Banking Information (from Beneficiary Bank)

Effective January 1, 2025, all wire transfer requests must include wire transfer instructions as provided by the beneficiary (receiver) bank.  Typed documents from individuals or entities with their banking information will no longer be accepted.  The individuals or entities should request from their beneficiary bank the written instructions for wiring payment to their bank.

Individuals or entities receiving payment should provide the beneficiary bank information through a secure means (such as fax, postal mail, or some password protected/encrypted method such as One Drive, Drop Box, etc.) to you in order to request payment. (For security reasons they may NOT email banking information to you).  

Do not send the discontinued UO Outgoing Wire Transfer paper form to vendors or individual to be completed by the vendor. Do not send department created templates to vendors with specific fields to be completed with banking information.

AP does not have any Banner form or system to maintain banking Information like we do for ACH's.   Our US Bank expects us to provide wire banking information each time so the burden of accuracy is on AP. 

  • For re-occurring payments (monthly) wire transfers the vendor must either provide their banking information again to you securely or send an email that states their banking information has not changed from previous payments.  That email (confirming the banking info has not changed) will need to be uploaded in lieu of the banking information provided from the bank.  Hopefully your vendors will obtain and maintain their banking information from the bank in their records so that each time payment is requested they can provide it securely to you
  • For invoices (where no PO or Contract was required) that have the banking info displayed on the invoice, then an email from the vendor (confirming the banking info has not changed) will be required to be uploaded in the outgoing wire transfer eform.

Your dept. can upload the beneficiary banking information provided from their bank into the secure outgoing wire transfer eform with other required documentation and approvals when requesting a wire transfer.

The beneficiary bank must provide:

  • Bank name
  • Bank physical address
  • Account name
  • Full account number
  • Foreign account format as applicable:  IBAN, Swift, Clabe, BSB, Sort Code, IFSC code, or Transit Number as required by country.  (For more Information regarding specific bank coding by country, see Currency tab).
  • Currency (show currency it receives. If the UO contracted in US dollars, the bank must be able to receive US $).
  • Intermediary Banking information (if used).  This info will be similar to the same items listed above but for the intermediary bank.

Australia and New Zealand-  we cannot send paper checks to any vendor or individual in Australia and New Zealand.  Please process payment as a foreign wire transfer for Australia and New Zealand. A 6-digit BSB number is required for Australia.

Foreign Currency - Country Specific Best Practices (Wire format requirements in US currency are similar)

If you are contracting or purchasing in any foreign currency other than those listed below, please check with Accounts Payable (apbao@uoregon.edu) before contracting to make sure we can send a wire in that currency. If we cannot send a wire in a particular currency you may have to have the foreign vendor invoice/contract in U.S. dollars.  (The default currency on PSC contracts and PO's is U.S. dollars).

If a vendor provides an invoice or contract in a foreign language please request that it be translated to English either by the vendor or by your dept.

United States dollar (USD)
Uruguay peso (UYU) - Purpose of payment is required. Only payments to Citibank Uruguay are currently supported. Beneficiary identification number should be included: Individuals 8-digits or Companies/organizations RUT 12-digits.
Vietnam dong (VND) - Purpose of payment is required. Tax codes are required when making payment to the local Vietnamese tax authorities.

West African franc (XOF) - Account number: 24-characters: Bank code: 5 characters. Branch code: 5-digits. Account number: 12-digits. Cle RIB: 2-digits. Countries using XOF include: Benin, Burkina Faso, Cote D’Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo.

Multiple Invoice Wires

 

If you need to pay multiple invoices to the SAME vendor by wire transfer, please enter the vendor invoices in the Banner I Document as a Banner Multiple Invoice using FACICON and then load all vendor invoices and supporting documentation into one single wire request. See: FAAINVE - Direct Pay (using FACICON) when paying multiple Invoices. Do not process each separately.  NOTE:  Accounts Payable can only assign one wire number to one Banner I document number.

Concur Travel Wires

CONCUR Travel Reimbursements processed as an outgoing wire transfer:  

  • Please complete Concur travel reimbursement in Concur.
  • Immediately notify the Business Affairs Travel Dept. that you need to process the travel reimbursement by wire transfer.  
  • The Business Affairs Travel Dept. must open it back up and put the Banner C document on HOLD to avoid the payment paying as a check.   Travel can be reached at travel@uoregon.edu or 541-346-3100.
  • The eform wire transfer request will need to be created (by your dept.) with the Concur Travel Report uploaded and referencing the Banner C document that was put on HOLD.  
  • Do not remove the HOLD and any time.  The eform wire request will be processed by BA Accounts Payable. Please follow the remainder of wire transfer directions for an outgoing wire transfer.

Wire Overview

The payment to the foreign vendor gets entered into Banner (in the amount of the currency billed) and left INCOMPLETE and on HOLD prior to the outgoing wire transfer occurring. The payment is subject to all the standard Purchasing and Payable guidelines, and approvals required in the Banner FOATEXT screen. It is reviewed and approved as any other Banner payment.  The payment must be placed on HOLD and be left INCOMPLETE or you risk having both a check and a wire transfer issued!

Once a department processor has followed all the directions for an Outgoing Wire Transfer, the department processor will upload the completed wire transfer form along with all supporting confidential information, including banking information (from their bank) securely provided to dept. by the vendor, for the outgoing wire in the Wire Transfer Request Upload form.

The wire transfer will then proceed through the complete electronic approval process.  It is first routed to the the Department Budgetary Approver, to electronically sign, then to Accounts Payable staff, then to the UO Tax Analyst, and finally back to Accounts Payable staff who will review, approve, initiate and release the transfer of funds through US Bank.

Wire transfers are sent outside the UO finance system through US Bank.  After the funds have been transferred from the University's US Bank account to the foreign vendor (this may take a few days especially if an intermediary bank is used) and US Bank has notified the UO the payment is complete, the amount in the Banner document will be adjusted if necessary to reflect the final US dollar value of the foreign payment transfer (after any currency conversions have occurred). The Banner document will be completed by Accounts Payable and the assigned wire transfer number will be loaded into Banner in the check column field so that the UO Vendor Detail History form (FWIVNDH) reflects the check (wire) number.

A payment issued as a wire transfer will have a “W” at the beginning of the number in the check column field in the UO Vendor Detail History form (FWIVNDH).

It takes 7-10 days after AP has sent the outgoing wire transfer to US bank for it to clear US Bank, and be completed, then loaded into Banner with a W number. On Occasion, it may take longer than 7-10 days.

NOTE: NEVER complete an incomplete Banner I document or remove the HOLD no matter how long it takes for it to be completed. If you or someone else in your dept. removes the HOLD and completes the Banner document, both a check and a wire transfer will be issued!  Accounts Payable must send the wire externally through US Bank and then wait for it to clear US Bank before AP can complete the Banner I document and load the Wire number.

  • You must enter and put the Banner document on HOLD and leave the document INCOMPLETE (in process) or a duplicate check payment may occur!  (For CONCUR Travel Reimbursements processed by wire transfer, please notify the Travel Dept. immediately once you have completed the travel reimbursement in Concur).   • Be sure to include in Banner FOATEXT the place services are performed. Inside the United States or performed outside the United States.

Account Codes:

  • For foreign services performed outside the United States please use account code 24999.
  • For foreign services performed inside the United States please use account code 24595. *
  • For foreign royalties or licenses (copyright/intellectual property/patent/license/database) use account code 28531. *
  • For foreign software used inside the United States use account code 24203. *
  • For foreign awards or prizes regardless of location use account code 20169.
  • For foreign goods purchased from outside the United States, use the appropriate account code for the expense.

* Note:  When an exception for a domestic wire transfer request has been granted use the appropriate account code for the expense as shown in Banner and the Fiscal Policy Manual Account Code Search.

** Note:  For budgeting/grant purposes if you need the expense to a different account code please JV the expense to the appropriate budgetary/grant account code after payment has been issued.

Wire Eform Directions

 

Persons or entities receiving payment MAY NOT fill out the UO Outgoing Wire Transfer eform. (The UO Outgoing wire eform is used internally by the UO and should only be used by depts. to request a wire transfer to be processed by AP).

Use the following steps to complete the electronic wire eform (Wire Transfer Request Upload) 

Department Information

  1. Department:
  2. Department Budgetary Approver Email: (This is the Budgetary Authority or Approver of the wire transfer (may be different from dept. staff, the form Originator, completing this form and uploading the request)
  3. Department Budgetary Approver's First Name: (Budgetary Authority or Approver of the wire transfer)
  4. Department Approver's Last Name: (This is the Budgetary Authority or Approver of the wire transfer (may be different from dept. staff, the Originator, completing this form and uploading the request.  The uploaded wire transfer should be forwarded electronically to the Budgetary Approver/BA to electronically sign). It will then route to apbao@uoregon.edu for processing.
  5. Banner I document (Enter the payment in the Banner System with full document text (Contract/grant approval information/Budget Approver information, explanation of what is being paid for, contract terms, partial payment information if applicable, WHERE services took place-in the U.S. or outside the U.S., and etc.), put the document on HOLD (in FAAINVE on the Invoice Header page go under the TOOLS menu in upper right corner, select Document Indicators, then check the HOLD box and change it to single or one invoice per payment). Make sure the Banner document numbers placed on hold is on the wire form. Leave the document incomplete or in process. AP will complete the document during the wire transfer processing.  If you do not put it on hold and leave it incomplete then there is a risk is that both a check payment and a wire payment will occur creating a duplicate payment. 
  6. Account Code - Mandatory. Please fill in the appropriate account code for the expense.

Wire Transfer Banking Information

  1. Wire Type (choose Domestic or International - we rarely send domestic wire transfers.  Domestic vendors should be paid by check.  A wire sent domestically may only be sent under special circumstances with an exception).
  2. SP Number (if known - US Bank repeat code number used for reoccurring wire transfers by Central AP. Otherwise leave blank).
  3. Forward Contact# (Leave blank. This is not the PSC, PO or contract number. This is a special kind of contract sent through Western Union by Global Education)
  4. Currency (If other than US dollars. Example: EURO.  Otherwise, if US leave blank).
  5. Date Transfer to Occur (Wires in foreign currency cannot be sent within two days of month end).
  6. Amount of Wire Transfer (Do not convert to USD if invoice is in other foreign currency.  Put the foreign currency amount)
  7. Banner Vendor Number
  8. Beneficiary (Vendor) (This is the name of the person or entity that will receive the funds. Use the exact name as it appears on the bank account or it may be returned).
  9. Beneficiary Email (Optional - for notification of wire transfer)
  10. Beneficiary street address
  11. Beneficiary city/state/postal code
  12. Beneficiary COUNTRY (if other than US)
  13. Beneficiary Bank name
  14. Beneficiary Bank ABA routing # for domestic wires or SWIFT/BIC# for foreign wires
  15. Beneficiary Account # or IBAN #. This is the bank account number and their IBAN# (international bank account number). This number has to be included for all European wires. For Mexico, the Clave Bancaria Estandarizada (CLABE) is the standard numbering for bank accounts. For Australia, the Bank State Branch (BSB) is used as an identifier consisting of a six-digit numerical code that identifies an individual branch of an Australian financial institution. A SWIFT identifier is used in addition to the BSB identifier and a bank account number).
  16. Bank street address (Beneficiary’s Bank)
  17. Bank city (Beneficiary’s Bank)
  18. Bank state (Beneficiary’s Bank)

  23. Message for the Beneficiary - for the person receiving the money to let them know what the payment is for. KEEP IT SHORT and only what is necessary!  Example: put Contract, PO, and/or invoice number or brief description of payment.  There is limited space for the message to be entered on the actual wire transfer and Accounts Payable must also fit the assigned wire number and institutions name in this area as well.

Supplemental Documents (Upload):   

****Upload copy of banking information supplied through a secure means by the vendor (if it is not on invoice), contract, PO, invoice(s), Approvals, Concur travel reimbursement report, and/or any other payment supporting documentation. The individuals or entities should request from their beneficiary bank the written instructions for wiring payment to their bank.

When uploading the Outgoing Wire Transfer form and you are unable to get a digital or ink signature, then an email approval is acceptable for documentation purposes, but the uploaded Outgoing Wire Transfer eform must be routed electronically to the Department BA approver to electronically sign.

Forward the following documentation to Accounts Payable attached to the Wire Transfer Request Upload Request Form:

  • Bank information that was supplied securely by the vendor from their bank (if not on invoice). This must be submitted to your dept. through a secure means such as One Drive, Drop Box, etc.
  • Invoice (if applicable)
  • Contract, POS, PO, Agreement, Addendum, etc. (if applicable)
  • Approvals (as required for any Banner invoice payment) 
  • Concur Travel Reimbursement report (if applicable)
  • any other supporting payment documentation

The expenditure will be loaded to Banner on the Banner invoice by Accounts Payable, and processed within 7-10 days as an online check in Banner. The check number assigned in Banner will start with a W and will be viewable in vendor history and all other forms that display check information.
